Kim Young-gon, a candidate in the race for South Gyeongsang education superintendent, unveiled a policy to expand education welfare for all students.
At a briefing at Jinju City Hall on the 31st, Kim said he would provide 200,000 KRW (about $150) per student annually and pledged to deliver education welfare that supports students “from the starting line through growth.”
Under the proposal, beginning in the 2027 school year Kim would give all incoming elementary, middle and high school students a 100,000 KRW enrollment grant (about $75) and would provide every student a 100,000 KRW cultural and sports voucher (about $75) each year. Together, the two measures total 200,000 KRW (about $150) per student annually.
Kim framed the plan as a move away from selective assistance toward guaranteeing growth opportunities for every student.
He estimated the program would cost roughly 35 billion KRW (about $26.25 million) and said funds could be found by streamlining unnecessary projects and partnering with local governments. For households with multiple children, he proposed keeping the existing 300,000 KRW (about $225) and adding a 5+5 matching scheme in which the local government and the education office each contribute 50,000 KRW (about $37.50).
Kim emphasized that education welfare is a core policy for addressing demographic challenges and argued that a child-friendly environment is central to regional competitiveness.

Meanwhile, the Gyeongnam Education Leaders’ Association held a press conference and officially endorsed candidate Kwon Soon-gi.
The association described Kwon as “the only alternative to lead the normalization of Gyeongnam education,” praising his administrative experience and track record in policy implementation. They highlighted his organizational management and integrated leadership during his tenure as president of Gyeongsang National University.
They also pointed to Kwon’s “3 visions, 3 goals, and 55 action plans,” and highlighted his character-education framework focused on physical, character, and intellectual development, underscoring its feasibility and philosophical grounding.
The association said Gyeongnam education needs a paradigm shift and pledged to continue active efforts to support Kwon’s victory in the general election.
