Samsung Electronics’ union and management held a 12-hour marathon mediation session on the first day but failed to reach an agreement. The Central Labor Relations Commission plans to present a final mediation proposal on the 12th to narrow the gap between the two sides.

According to labor and industry sources on the 11th, the post-mediation meeting between Samsung Electronics’ union and management, which began at 10:00 a.m. at the Government Complex Sejong, concluded around 9:30 p.m. The talks resumed after a month and a half following a breakdown in negotiations at the end of last month. Both sides continued to contest key issues until the end, including the method for calculating performance bonuses and the caps on those payments.

Based on the discussions that day, the commission said it will issue a mediation proposal on the 12th. Hwang Ki-don, a public-interest commissioner at the commission, said, “We relayed to both labor and management the areas we thought should be adjusted to reach a settlement. We are now preparing to present the mediation proposal tomorrow (the 12th).”

The proposal is expected to comprehensively address the points of contention—such as bonus ratios and the applicable period. The government has urged a swift settlement, warning that a dispute between a major corporation and its union could have ripple effects across the broader industry. South Korea’s Minister of Employment and Labor, Kim Young-hoon, said, “We must consider not only labor and management but also suppliers and other stakeholders,” a comment observers interpreted as indirect pressure.

The commission also indicated it could extend the mediation schedule, which is currently set through the 12th, if more time is needed to secure a deal.
