Trump’s Iran Strategy: Will Military Action or Diplomacy Prevail in 2026?

President Donald Trump said he has temporarily deferred an attack on Iran but repeatedly warned that further military action remains possible. Negotiations to end hostilities between the U.S. and Iran remain deadlocked and have produced no clear breakthrough.

On May 19 (local time), Reuters and other outlets reported that Trump told reporters at the White House he postponed the planned strike at the request of Gulf leaders and asked whether they could allow \”two to three days.\” By that he meant a limited window — two or three days, perhaps Friday through Sunday or early next week.

\”Iran is begging for a deal,\” he said. \”I hope we won’t have to, but we might have to hit them hard again. It’s not certain yet, but we’ll know very soon.\” He insisted Iran will never obtain nuclear weapons and suggested the standoff could be resolved shortly: \”Whether by military means or by agreement, they will begin to open up very soon.\”

At a White House picnic for members of Congress, Trump expressed confidence he could end the Iran conflict quickly. \”I think we will finish it very quickly, and they will not have nuclear weapons,\” he said. \”Hopefully we’ll wrap it up in a very good way.\”

He argued that Tehran \”really wants an agreement\” and is \”tired,\” reiterating that Iran is considering nuclear options and that the United States will not allow it to acquire nuclear weapons.

Vice President J.D. Vance told reporters at a White House briefing that the U.S. faces two options: secure an agreement under which Iran commits not to possess nuclear weapons, or resume military operations.

Vance explained that the administration’s red line is not merely a promise that Iran will not hold nuclear weapons, but also cooperation on mechanisms that would prevent Iran from rebuilding nuclear capability during Trump’s term and for years afterward.

He rejected proposals to ship Iran’s enriched uranium to Russia for safekeeping, saying, \”That is not the U.S. government’s plan at this time.\” On the prospect of a deal, he cautioned, \”I can’t confidently say we’ll reach agreement until a document is actually signed,\” adding that whether Iran meets U.S. demands ultimately depends on Tehran.

Little progress in talks

Despite hardline U.S. rhetoric, the negotiations have shown little movement. The Wall Street Journal reported that mediators and U.S. officials familiar with the talks said mediators see no significant breakthroughs between Washington and Tehran.

According to the report, Iran continues to press for a halt to hostile acts, relief from financial sanctions, compensation for war damage, and guarantees of a role in monitoring the Strait of Hormuz. The U.S. is demanding the closure or long-term suspension of Iran’s nuclear program, leaving the two sides far apart.

With talks stalled, the U.S. maritime blockade continues. U.S. Central Command (CENTCOM) posted on X (formerly Twitter) that CENTCOM forces are fully enforcing the blockade, disrupting cargo flows to and from Iranian ports and causing 89 merchant vessels to alter course.

Meanwhile, Congress has moved to constrain the president’s war powers. CBS News reported that the Senate voted 50–47 to advance a procedural motion to send a resolution limiting Trump’s authority to wage war against Iran from committee to the full Senate.

Four Republicans joined Democrats to bring the resolution to the floor for the first time after seven prior failures. But the procedural vote is only the initial step; even if both chambers pass the resolution, a presidential veto is likely.

Some analysts argue that a sharp rise in U.S. Treasury yields could push the administration to seek an earlier end to the conflict. Chris Senek, chief analyst at U.S. research firm Wolfe Research, wrote that the Trump administration is more likely to act to \”end\” a war when yields spiral uncontrollably higher than when equity markets fall.
