Attendees included Minister Kim; Choi Seung-ho, chair of the Samsung Electronics branch of the cross-company Samsung Group union; and Yeo Myung-gu, head of the People Team for Samsung Electronics’ Device Solutions division.When post-adjustment mediation began at 10 a.m., expectations for a deal were high because the sides had reportedly narrowed their differences on key issues. Before entering the meeting, union members handed reporters coffee and donuts and said, “You worked hard,” creating the impression that a signature was imminent.But as the talks dragged on with no announcement, anxiety grew outside the venue, and the session ultimately collapsed. Leaving the room, Chairman Choi said the union had accepted the Central Labor Relations Commission’s proposed adjustment plan and apologized to the public, his voice breaking. Company representatives departed with grim expressions and offered no comment.The decision to resume voluntary bargaining later that same day is highly unusual. After mediation failed, both the government and labor and management had said talks were not definitively over and left the door open to further dialogue. Still, many observers in labor and industry expected the strike to proceed as planned, with negotiations resuming only afterward.The turning point appeared to be President Lee’s remarks at a 2 p.m. cabinet meeting. He criticized the union’s demand to distribute performance bonuses from operating profit upfront, saying that labor’s three rights “must not be abused or exploited.” The government moved quickly after that comment, with Minister Kim taking direct charge of mediation.Whether those efforts will yield a dramatic agreement remains uncertain. This round is voluntary bargaining, not a formal commission-led adjustment or arbitration process, so the parties must find common ground on their own. Without additional concessions from either side, a deal will be difficult to reach. Still, the president’s public rebuke of what he called excessive union demands may signal that the government is prepared to consider measures such as invoking emergency adjustment powers.
