How Will AI Transform Busan’s Buk-gu into South Korea’s AI Capital?

Ha Jung‑woo, the Democratic Party of Korea candidate for the Busan Buk‑gu A seat, unveiled a plan to make Buk‑gu Korea’s leading AI hub, presenting a vision that spans education, caregiving and the local economy.

At a news conference at his campaign office on the morning of the 14th, Ha said, “I want children to learn AI as naturally as they play, for young people to find growth and jobs in emerging industries, and for companies to discover talent here.” He added, “We will use AI to drive simultaneous improvements in Buk‑gu’s education, care and economy.”

As a mid‑ to long‑term priority, Ha proposed creating a West Busan AI Theme Valley. Once the planned underground relocation of the Gyeongbu Line around Gupo Station is completed, he said the space above the tracks should be developed not as a simple park but as an AI industry hub, concentrating AI firms, research institutes and youth startup centers.

“If the Gyeongbu Line was once the main artery of Korea’s industrialization, a new digital artery of AI‑based startups and technologies will flow above the buried tracks,” he said. “I will develop Buk‑gu into a digital innovation center that drives not only West Busan but the entire country.”

Ha’s first flagship pledge is to make Buk‑gu the top place for AI education. He pledged to establish Busan’s first AI‑specialized high school and to create an AI Innovation Campus where anyone can learn and apply AI. He also plans to build a Buk‑gu AI ecosystem cluster that links education with employment and entrepreneurship.

“Talent is ultimately the core of the AI era,” he said. “I will build a system that keeps young people who learn and grow in Buk‑gu rooted in the community.”

He added, “I will make ‘Go to Buk‑gu to learn AI’ a reality.” His second pledge envisions Buk‑gu as an AI senior‑care city, where the urban environment itself supports caregiving. Citing Buk‑gu’s rapidly aging population, Ha said the district urgently needs a forward‑looking care system and pledged to implement a community‑centered AI care model that integrates healthcare, caregiving and mobility.

To support that model, he said he would attract age‑tech firms and introduce an AI SOS 24‑hour emergency response system, completing a blueprint for a future‑oriented city. His third pledge focuses on local economic revitalization through a Buk‑gu commercial‑district innovation project.

He said he would go beyond improving traditional markets by building an AI‑based commercial support platform that provides data‑driven market analysis and online promotion. By linking a Gupo Market–centered local theme district with Deokcheon’s youth cultural shopping street, he aims to spur youth entrepreneurship and strengthen local business competitiveness at the same time.

Ha warned that children now leave Buk‑gu for better schools and young people leave for better jobs, and that the district’s future is at risk if that trend continues. “Education, care and the economy are not separate issues — they are interconnected,” he said. “I will use AI to address them together.”

He added that he will apply his experience designing and implementing Korea’s national AI strategy to transform Buk‑gu. “I want Buk‑gu to be the place people think of first when they hear ‘AI,’” he said.
