The Future of Jobs in Changwon: Exploring New Policies for Hybrid Industries

On the 16th, Choi filed a partial amendment to the Changwon City Ordinance on Fostering and Supporting the AI Industry, saying the amendment will make the city’s AI policy framework more flexible and responsive.


The amendment’s main change shortens the AI comprehensive plan cycle from five years to three, a move designed to help policy keep pace with rapidly evolving AI technology and industry conditions.

It also codifies the legal basis for the surveys required to develop the comprehensive plan, enabling officials to analyze the local AI industry systematically and craft data-driven policies.

The council’s Industry, Economy and Welfare Committee will review the ordinance at the Changwon City Council’s 151st extraordinary session on the 21st.

Choi said, “The AI industry is changing very quickly. Shortening the policy cycle will help lay the groundwork for Changwon to advance as a smart industrial city.”

◆Councilor Choi pushes to expand solar in public parking lots; moves to consolidate energy ordinances

Councilor Choi has proposed an amendment to expand renewable energy installations in public parking lots and to streamline the city’s energy policy framework.

On the 17th, Choi filed a partial amendment to the Changwon City Basic Energy Ordinance, proposing to integrate scattered energy-related ordinances to improve policy implementation efficiency.

Currently, Changwon maintains the Basic Energy Ordinance and the Ordinance to Promote Distribution of New and Renewable Energy Facilities separately. The amendment would merge them into a single, unified policy framework.

In particular, the proposal creates a new requirement that the city prepare a related plan every five years to encourage the installation of solar and other renewable systems in public parking lots. The intent is to expand energy production by utilizing idle urban spaces.

It also reestablishes the legal basis for installing and supporting renewable energy systems across public amenities to strengthen policy execution.

The committee will review this ordinance at the Changwon City Council’s 151st extraordinary session on the 21st.

Choi said, “By consolidating fragmented energy policies, we aim to improve administrative efficiency and policy consistency. We will lay a systematic foundation for energy administration as renewable energy expands.”

◆Changwon Special City Council Future Jobs Study Group pushes to institutionalize cross-industry jobs

The Future Jobs Study Group of the Changwon Special City Council has launched efforts to institutionalize policies that expand jobs driven by industrial convergence.

On the 17th, the group held a final report meeting and said it will turn job-policy ideas developed over the past four years into concrete ordinances and amendments.


At the meeting, members emphasized the need to adapt systems to Changwon’s circumstances, focusing on sectors connected to the local economy such as the pet industry, senior employment, and drones. The group identified measures to promote cross-industry convergence and expand job opportunities.

At a kickoff meeting in February, participants cautioned that policies pursued without a legal basis risk remaining short-term projects. The group agreed on creating an ordinance-based foundation to convert research findings into actual policy.

Going forward, the study group plans to design actionable policies grounded in institutional measures to help generate local jobs and strengthen industrial competitiveness.
