Can the Second Special Investigation Resolve National Crisis? Key Insights and Strategies Revealed!

The Democratic Party’s 2nd Special Committee to Respond to the Comprehensive Special Prosecutor said it will seek ways to staff the special prosecutor’s office and will operate a tip center for the insurrection case and allegations involving Kim Keon Hee.

The committee announced the plans at its second full meeting at the National Assembly on the 24th.

Kang Deuk-gu, the committee chair, said the committee’s role is to support the special prosecutor’s investigation so it proceeds properly. \”We will seek the means to ensure the second comprehensive special prosecutor can fully secure and review the investigation records from the three major special prosecutor probes,\” he said.

He criticized former Land, Infrastructure and Transport Minister Won Hee-ryong, who served under the Yoon Suk Yeol administration, for expressing support for restarting the Yangpyeong Expressway project while blaming the Democratic Party for its delay. \”How can the person who canceled the project — whose decision wasted three years — now claim to welcome its resumption?\” he asked.

He added that national projects stalled by the Yoon Suk Yeol administration’s meddling are now returning to normal and reiterated his call for the special prosecutor to quickly summon former Minister Won.

Kim Byung-ju, chair of the task force investigating the insurrection, said, \”We must secure a historic reconciliation by winning this local election. We will monitor the second insurrection special prosecutor to ensure every ringleader and collaborator faces justice, and we will uncover the truth.\”

Park Gyun-taek, chair of the task force probing Kim Keon Hee, said public distrust of the prosecution has reduced the number of prosecutors dispatched to the special prosecutor’s office to just 15. \”That is far short of what is needed to investigate these extensive allegations and to handle prosecution during future trials,\” he said, calling for additional personnel.

\”Our committee plans to operate a tip center for the insurrection case and allegations involving Kim Keon Hee,\” he added. \”We ask for public interest and courageous tips.\”

Park Sun-won, secretary of the insurrection task force, said the second special prosecutor’s budget has not been properly executed, forcing investigators to pool money to set up an office. \”Staffing is also inadequate, so prosecutors with real investigative experience are reluctant to join,\” he warned.

He said lawmakers are already discussing legal revisions to allow several investigators assigned to the special prosecutor to join prosecution teams and help sustain charges.

Kim Jun-hyuk, secretary of the task force probing Kim Keon Hee’s allegations, said the special prosecutor is severely understaffed. He noted that prosecution reforms creating bodies such as the Public Prosecution Service and the Serious Crimes Investigation Agency may leave prosecutors worried about career prospects — whether there will be a place to return to and whether joining the special prosecutor might be disadvantageous.

He urged the president and the justice minister to arrange for these prosecutors to return to preferred positions after the special prosecutor concludes, so they can work more energetically to uncover the truth.

Yeo Hyun-jung, a Yangpyeong county councilor and committee member, said after the full meeting that former Minister Won has not apologized for canceling the Yangpyeong Expressway. Instead, she said, he shifts blame for the project’s halt onto the Democratic Party and frames them as responsible. \”Committee members plan to inspect the site next week and hold a press conference,\” she said.

Chair Kang said the committee will unite to conduct a full investigation into the Yangpyeong Expressway and that confirmed findings will be presented at a press conference at the site next week.
