The shift to an acting-administrator system follows Article 124 of the Local Autonomy Act and Article 72 of its Enforcement Decree. Acting County Mayor Lee Kyung-young will carry out the mayor’s duties until the election on June 3.

Acting County Mayor Lee convened an emergency executive meeting that morning to outline how the acting-administrator system will operate and emphasized the importance of maintaining uninterrupted county administration.
During the interim period, the administration will prioritize stabilizing residents’ livelihoods; responding to safety and disaster risks; sustaining progress on major ongoing projects; enforcing public service discipline and election neutrality; and preparing for the “Year of Visiting Jinan” and major North Jeolla provincial events.
He also pledged follow-up action on regulatory improvements related to the Yongdam Dam waterfront zone and the steady implementation of a Jinan-model basic income pilot to stabilize household incomes and boost local economic vitality.
Under the acting arrangement, routine administration and public services will continue to operate normally to avoid inconveniencing residents. Budget execution and major policy decisions will be carried out transparently and responsibly, in accordance with the law and established principles.
Acting County Mayor Lee said, “Together with all county officials, I will do my utmost to prevent any administrative gaps by steadily advancing key initiatives and reinforcing public service discipline. We will also provide full support for election-related operations to ensure that the 9th nationwide local elections on June 3 are conducted fairly and impartially.”
