Kim Jong Un, chairman of North Korea’s State Affairs Commission, summoned division and brigade commanders and ordered a buildup of forces along the Military Demarcation Line.
KCNA reported May 18 that Kim gathered division and brigade commanders at the Workers’ Party central headquarters on May 17 to address a series of “important military issues.”
According to KCNA, Kim cited the Party’s territorial defense policy to strengthen frontline units guarding the “southern border” and to transform the border into an impregnable fortress.
The comments signal a drive to bolster frontline forces along North Korea’s southern boundary with South Korea — the Military Demarcation Line.
Kim said he intends to treat the reorganization of the military’s structure as an “important decision” aimed at improving deterrence.
KCNA added that he outlined plans to upgrade key units, including frontline formations, through improved military technology.
He said, “We will establish organizational measures to modernize the military both in structure and military technology,” and KCNA reported that he stressed commanders’ responsibilities and roles in executing those plans.
He emphasized, “As our military’s technical equipment modernizes rapidly, we must redefine operational concepts across all domains and urgently accelerate programs to apply those concepts to unit combat training.”
He ordered, “Training to complete combat readiness is the military’s core duty,” directing commanders to revamp the training system and focus on practical exercises that reflect the changing character of modern warfare and the force’s developmental trajectory.
“We are building a powerful military,” he said, adding that if the tasks set for the coming five-year plan are carried out, “our military’s preparedness for strategic action will be renewed beyond comparison with the present and will bring a major change in terms of war deterrence.”
Kim posed for a commemorative photo with the commanders that day. He was accompanied by Gen. Ri Yong-gil, chief of the Korean People’s Army General Staff, and Pak Jong-chon, an adviser to the Ministry of Defense.
