Korean Defense Cooperation: How the New Quality Assurance Agreement with Romania Boosts Military Exports

The Defense Agency for Technology and Quality announced on May 14 that it signed a government quality-assurance agreement with Romania’s General Directorate of Armaments at the Black Sea Defense & Aerospace Exhibition (BSDA 2026) in Bucharest.
Under the agreement, the exporting government will carry out quality-assurance activities for traded defense items on behalf of the importing country. The two sides also agreed to mutually recognize those results, strengthening the reliability and efficiency of defense quality control.
The agency said the bilateral mutual-recognition framework for government-to-government quality assurance creates a more stable foundation for defense exports.
Romania has acquired major South Korean systems, including the Shingung surface-to-air missile, the K9 self-propelled howitzer and the K10 ammunition resupply vehicle.
Shin Sang-beom, director of the Defense Agency for Technology and Quality, said, “Romania has recently emerged as a key partner for K-Defense and serves as a foothold for accessing the European defense market. This agreement will boost confidence in the quality of our defense products and provide an important step toward expanding exports to Europe.”
