Explosive Revelations: Special Investigation Team Inspects Controversial ‘Collection Facility’ in Yeonpyeong

On May 6, Special Prosecutor Kwon Chang‑young’s second team inspected military facilities at the Yeonpyeong Marine Corps unit in Yeonpyeong‑myeon, Ongjin County, Incheon. The visit was part of an inquiry into a suspected “collection site” referenced in the notebook of former Army Intelligence Commander Noh Sang‑won.
After inspecting the unit’s holding facilities, the team reported that the site can be sealed off from the outside and controlled. Investigators said the facilities have the physical capacity to detain a large number of people for an extended period.
The on-site check was intended to evaluate whether Noh’s concept of a “collection site” could be realized. Prosecutors said they found steel-barred enclosures inside an underground tunnel at the Yeonpyeong unit that could hold several hundred people.
Noh’s notebook reportedly lists high-priority targets under an “A‑class” heading, including President Lee Jae‑myung; former President Moon Jae‑in; former Chief Justice Kim Myeong‑soo; former Justice Kwon Soon‑il; Democratic Party leader Jeong Cheong‑rae; and Cho Kuk, leader of the Jo Guk Innovation Party. The notebook also outlines specific relocation and detention measures, including establishing a collection site on Yeonpyeong Island, and describes violent scenarios such as staging an attack in a frontline area, moving detainees to an uninhabited island and detonating explosives, or sinking them at sea.
The special prosecutor’s office said it will use the inspection findings to assess the notebook’s level of detail and practical feasibility. Investigators will concentrate resources on proving Noh’s alleged conspiracy to commit murder with the intent of furthering a rebellion.
The team also plans to probe indications that other military facilities, including sites in Gangwon Province, were considered for use as collection sites. The notebook is reported to name five locations in total: Oeum‑ri, Hyeon‑ri, Hwacheon, and two uninhabited islands.
