U.S. Secretary of State Marco Rubio said on the 30th (local time) that the United States is weighing the deployment of ground troops while holding talks with Iran to end hostilities, as a contingency in case negotiations fail.

In an interview with ABC, Rubio said, “We always prefer to resolve issues through negotiation and diplomacy. But we must prepare for the possibility that those efforts may fail, and for the reality that this 47-year-old regime still includes many who do not favor diplomacy or peace.”

Rubio also addressed President Donald Trump’s post on Truth Social the same day, in which Trump warned that if talks with Iran fail he would destroy Iran’s power plants, oil wells, Kharg Island and desalination facilities, then withdraw. “The president’s primary point is that he prefers diplomacy,” Rubio said.

When asked who Trump meant by “people we’ve never dealt with before” — “very reasonable” negotiating partners — Rubio said, “I can’t say who. Naming them could create problems with other factions inside Iran.”

He criticized Iran’s theocratic leadership as religious fanatics with an apocalyptic vision who must never be allowed to acquire nuclear weapons. “If new leaders with a more pragmatic vision come to power, that would be good news for us, the Iranian people and the world,” he said, “but we must prepare for the possibility that they will not.”

Responding to Trump’s claim that Iran accepted most of the 15 demands the U.S. put forward and that talks were progressing well — a claim Tehran has denied — Rubio warned that what Iran says publicly does not necessarily reflect what it tells us privately. “Clearly, there are people speaking to us in ways previous Iranian leaders did not,” he said. “Of course they must follow through. We will vet any proposal very strictly.”

On the prospect of sending ground troops, Rubio pointed to Iran’s military buildup and threats to block the Strait of Hormuz. “If the president wants, there are multiple options we can take to prevent that,” he said. “I won’t discuss those options or military tactics, but we have a path to achieve our objectives in weeks, not months.”
