Unlocking the Future: How France’s Nuclear Submarine Technology Can Transform South Korea’s Defense

The waters surrounding the Korean Peninsula are becoming increasingly turbulent. North Korea has officially announced the development of nuclear-powered submarines equipped with submarine-launched ballistic missiles (SLBMs), escalating the underwater threat beyond their solid-fuel ICBMs. Additionally, China’s maritime expansion in the South China Sea is putting significant pressure on the operational scope of our navy. At this critical juncture, discussions about acquiring nuclear-powered submarines, often referred to as the “final puzzle piece” of South Korea’s national security, are once again surfacing.

Notably, Jung Sung-chang, vice president of the Sejong Institute, in his paper titled “South Korea-France Nuclear Submarine Cooperation Strategy and Roadmap – Low-Enriched Uranium-Based Ship Integration and Mutually Beneficial Partnership Model,” published on the 10th, focuses on the potential for nuclear submarine cooperation between South Korea and France. He analyzes this as a “move on a giant chessboard” that could fundamentally alter the Asia-Pacific security landscape, going beyond the simple acquisition of a weapons system.
Based on Jung’s keen insights, we’ve conducted an in-depth analysis of why we should be focusing on France now, and the complex strategic implications hidden beneath the surface.

France: The Answer to the U.S.-ROK Alliance’s ‘Blind Spot’
Ironically, the biggest hurdle South Korea must overcome to acquire nuclear submarines is its blood ally, the United States. The use of nuclear fuel for military purposes is strictly limited within the framework of the U.S.-ROK nuclear agreement. While the U.S. is transferring nuclear submarine technology to Australia through AUKUS, it continues to apply stringent standards to South Korea.

At this juncture, Jung proposes France as a “third way.” France is a unique military power in Europe, operating an independent nuclear strategy distinct from the United States. Jung points out that France desires to expand its influence in the Asia-Pacific region, while South Korea desperately needs a technological breakthrough, creating a perfect alignment of interests between the two countries. He emphasizes that in the face of an escalating North Korean nuclear threat, the limitations of existing diesel submarines have become glaringly apparent.

‘Assassins of the Sea’: An Opportunity for Technological Quantum Leap
The essence of nuclear submarines ultimately lies in their ‘propulsion’ and ‘stealth’ capabilities. Jung specifically emphasizes the tactical advantages South Korea would gain if French Suffren-class nuclear attack submarine (SSN) technology were to be transferred.

First, the unlimited operational range: While diesel submarines need to surface frequently for snorkeling (air intake), nuclear submarines equipped with France’s low-enriched uranium (LEU) reactors can operate underwater for months. This means the ability to monitor North Korea’s SLBM-carrying submarines 24/7 and strike immediately if necessary.
Second, the flexibility of technology transfer: Unlike the U.S., France is relatively progressive in transferring technology. Jung predicts that acquiring know-how in integrating nuclear propulsion systems and cutting-edge weapon systems will serve as a catalyst to elevate South Korea’s defense industry technology to the next level.

Transfer of operational expertise: Beyond simply acquiring the vessels, decades of French Navy data on nuclear submarine operation and maintenance (MRO) are expected to be invaluable assets for the South Korean Navy.

Economic Ripple Effects: A ‘Quantum Jump’ in Defense Exports
A notable aspect of Jung’s analysis is the economic benefits. The nuclear submarine project is a massive undertaking involving trillions of KRW (billions of USD). Jung anticipates the “trickle-down effect” this cooperation will bring to the domestic defense industry ecosystem.
As major domestic shipyards and small-to-medium-sized parts suppliers absorb France’s advanced technology, this will lead to enhanced competitiveness in the global defense market, beyond just domestic use.
Jung diagnoses that the defense industry is now a core pillar of the economy beyond security, and cooperation with France will not only create jobs but also drive innovation across the materials, parts, and equipment industries.

Diplomatic Diversification and Realization of ‘Self-Reliant Defense’
From a political perspective, South Korea-France cooperation could be a masterstroke in maximizing Korea’s diplomatic leverage. Jung analyzes that the mere act of South Korea initiating substantial nuclear submarine cooperation with France could serve as a powerful pressure card to influence the United States.
Moving away from over-reliance on the U.S. for security and forging a strategic partnership with a key European nation will elevate South Korea’s international standing.
This aligns with the core value of “self-reliant defense” that Jung has consistently emphasized. For France, gaining a strong ally like South Korea would increase its voice in the Asia-Pacific region, making it a true “win-win” game.

Synthesizing Jung’s analysis, South Korea-France nuclear submarine cooperation is not mere “shopping” but a “choice for survival.” North Korea’s nuclear threat has already crossed a critical point, and the maritime hegemony competition among surrounding powers is intensifying. In this situation, what we need is a “silent observer” that can move noiselessly near the enemy’s heart.

Of course, there are many mountains to climb. A challenging journey awaits, including issues with International Atomic Energy Agency (IAEA) inspections, potential U.S. checks, and securing massive budgets. However, as Jung emphasizes, if we raise the flag of “self-reliance” and concretize strategic solidarity with France, the South Korean Navy will no longer be a coastal navy but will be reborn as a blue-water navy that sails the world.

What we need now is not hesitation, but decision. We hope that the “good news” of South Korea-France nuclear submarine cooperation from Paris will become a powerful shield protecting the territorial waters of the Republic of Korea.
