Ahn Kyung-baek vs. Park Chung-gwon: The Clash Over Military Readiness and Accountability Explained

Defense Minister An Gyu-baek has called for a public apology from People Power Party Representative Park Chung-kwon following controversial remarks made during a parliamentary questioning session.

The demand comes after Park used what An deemed excessively harsh language to criticize the South Korean military’s readiness, particularly regarding the transfer of wartime operational control and the scaling back of U.S.-South Korea joint exercises.

Minister An took to social media on the 10th, expressing his “profound disappointment” with Park’s comments. He urged the lawmaker to “cease making excuses and apologize to both the military and the public for his inflammatory statements.”

The minister’s response was triggered by Park’s remarks during the previous day’s parliamentary session, where he claimed that the military “lacks risk awareness, countermeasures, discipline, and training, and is solely focused on ‘placating Kim Jong Un.'”

An sharply rebuked these comments, stating, “How can anyone make such disparaging remarks about our armed forces, who are dedicating their lives to protect our nation and people at this very moment?” He added that the statement was “so egregious that I hesitate to repeat it in front of our service members and the public.”
The defense chief acknowledged that while criticism of government policy and ministerial performance is acceptable, “there are limits to appropriate discourse.” He emphasized that “language barely suitable for street corners has no place in the formal, consequential setting of a parliamentary inquiry,” underscoring the gravity of public statements made by elected officials.

Minister An also took the opportunity to reaffirm the military’s commitment to national security. “Our armed forces have always been, and will continue to be, wholly dedicated to safeguarding our nation and its people,” he declared. “We will remain steadfast in our duty to ensure the safety and peace of mind of our citizens, regardless of the circumstances.”

Addressing Park’s accusation of “placating Kim Jong Un,” An countered, “Our military serves the interests of the people, not the whims of any individual or regime.” This statement clearly defined the military’s allegiance as solely to the nation and its citizens.

An concluded his post by reiterating his demand for Park to “cease making excuses and offer a sincere apology to both the military and the public,” emphasizing that this was “the least he could do as an elected representative of the people.”

Born in Gochang, North Jeolla Province in 1961, An Gyu-baek is a graduate of Gwangju Seoseok High School and holds a philosophy degree from Sungkyunkwan University. He also completed a master’s program in trade at the university’s Graduate School of Trade.

An’s political career includes serving five terms in the National Assembly (18th through 22nd) and holding key positions such as secretary and chairman of the National Defense Committee. He has also served as secretary-general of the Democratic Party and chaired the special committee investigating allegations of the Yoon Suk Yeol administration’s martial law declaration and potential insurrection charges.

Minister An’s military service includes a 22-month stint as a defense soldier, beginning in November 1983. He was discharged as an Army private in August 1985.

An assumed his current role as Minister of National Defense on July 25, 2022.
