Exploring Yeongdeungpo’s Innovative Public Space Revitalization: A Guide to Safer Walking Paths

◇ Yeongdeungpo launches support program to repair pedestrian walkways in publicly accessible private spaces
Yeongdeungpo District announced it will launch a “Public Space Maintenance Support Project” to make privately owned public spaces safer and more pleasant for residents, with applications opening April 27.

The program is the first of its kind among Seoul’s 25 districts. It aims to fund maintenance of pedestrian walkways on private property that are used by the public, addressing neglect that stems from those areas’ private ownership and reinforcing their public function.

Eligible sites are buildings whose occupancy approval is at least five years old and contain walkways that are open to public passage or use under rules such as building-line setbacks or on-site open-space requirements.

The district will subsidize up to 7,000,000 KRW (about $5,250) per site, covering as much as 70% of a project’s total cost. The subsidy is intended to lower owners’ maintenance burdens and improve walkways that are otherwise vulnerable to neglect.

Applications must be submitted in person to the district’s Architecture Division by June 30. For multi-unit buildings, applicants must include a consent form approved by the management committee. Site selections will follow consultation with the Building Committee and a subsidy review. Subsidies will be disbursed after project completion, upon submission of a final report and an on-site inspection.
◇ Yeongdeungpo runs ‘K-POP Academy’ to expand youth arts education
Yeongdeungpo will operate the “Yeongdeungpo K-POP Academy” to strengthen young residents’ cultural and artistic skills.

The district and FNC Entertainment’s public foundation, LOVE FNC, jointly developed the program to help youths build self-expression and emotional resilience through choreography and vocal training.

Classes run from May through November and expand the existing dance curriculum to include vocal training.

The dance program is held at the Brighton Sports Lounge in Yeouido and teaches K-POP choreography from basic steps to advanced routines. The vocal program at the Dorim Life Culture Center emphasizes breath control, pitch, and emotional expression with hands-on practice.

The program is open to elementary and middle school students who reside in Yeongdeungpo. The district will accept 20 students for dance and five for vocal training. Tuition is free; online registration opens April 27.
◇ Yeongdeungpo selects five exemplary proactive-administration cases
Yeongdeungpo announced five “Proactive Administration” initiatives that eased residents’ daily inconveniences and improved administrative efficiency.

Evaluations considered residents’ experience, staff initiative, creativity and expertise, task importance, and potential for replication. Results also reflected an internal vote involving roughly 300 employees.

The top prize went to the district’s real-time bulky-waste collection management system, which reduced missed or delayed pickups and sharply cut complaints about cancellations and refunds.

The other four recognized initiatives are: creating a more parenting-friendly environment; the low-income self-reliance program “Samgong Table”; improvements to resident-priority parking-sharing methods; and administrative support for redevelopment and reconstruction maintenance projects. Yeongdeungpo granted special leave and cash awards to the civil servants responsible for these programs.
◇ Yeongdeungpo operates mobile garden culture center ‘Run, Garden Bus’
Yeongdeungpo will operate a mobile garden culture center called “Run, Garden Bus” so residents can experience gardening programs within their neighborhoods.
영등포구The mobile service uses a bus to bring hands-on programs to communities where it’s difficult for residents to visit a garden culture center.

The service runs from April through November and visits neighborhoods three times a week. Core offerings include pot-planting workshops and consultations on caring for companion plants. The district plans to prioritize support for apartment complexes, providing services like repotting and pest-and-disease consultations that address everyday needs.

In addition to the mobile program, Yeongdeungpo operates four garden culture centers in Yeongdeungpo, Mullae, Daerim, and Yangpyeong. The Yangpyeong branch includes indoor cultivation facilities and combines practical growing experiences with educational programming.
