[iNews24 reporter Jinwoo Lee] Gyeongju, North Gyeongsang Province, earned the top SA rating in a nationwide evaluation of local governments’ fulfillment of campaign pledges.
Gyeongju City announced on April 12 that it had received the SA rating—the highest grade—in the \”2026 National Evaluation of Local Government Leaders’ Pledge Implementation and Information Disclosure.\”
The Korea Manifesto Practice Headquarters administered the evaluation across municipal governments, assessing performance across five areas, including pledge completion.

Gyeongju scored 90 or more points and has maintained the top SA rating for 6 consecutive years.
The city’s pledge fulfillment rate stood at 88.6%, well above the national average of 70.42%, and its rate of securing funding reached 98.9%.
Of 127 pledged projects, 101 were recorded as completed.
The city said the evaluation provides an objective assessment of its overall pledge implementation.
Choi Hyuk-jun, Gyeongju’s acting mayor, said the city will systematically review and manage its pledged projects based on the evaluation results.
