Strengthening Communication with Appraisers to Improve Confidence in Individual Land Assessments

Gunpo City announced on the 24th that it will launch an appraiser consultation program to protect residents’ property rights and strengthen confidence in individual assessed land values.
Under the program, licensed appraisers will advise directly on valuation factors—such as the suitability of comparable benchmark parcels and the methodologies used to calculate land values—with the aim of boosting trust in local government and delivering more responsive public services.
Consultations will be available during two windows tied to the statutory schedule: the opinion-submission period for individual land values (based on the Jan. 1 valuation date) runs March 18 through April 6, and the formal objection period runs April 30 through May 29.
Any landowner or interested stakeholder may apply. Requests should be submitted to the Civil Service Division responsible for individual land valuations; assigned appraisers will provide guidance by phone or through on-site visits.
A city official said, “Because individual land values are used as the basis for national and local taxes and other charges, we will redouble our efforts to ensure fair and accurate valuations are determined and publicly announced through the appraiser consultation program.”
The city says the program, part of a broader effort to enhance resident engagement and administrative transparency, is expected to help protect property rights and promote fairer tax assessments.
