On the 22nd (local time), SiliconANGLE reported that Trump said at an Oval Office event he postponed the signing because he objected to certain provisions of the measure.
The postponement followed objections from prominent figures in the tech industry, reportedly including Elon Musk, CEO of SpaceX and Tesla; Mark Zuckerberg, CEO of Meta; and David Sacks, a former White House adviser. OpenAI was reported to support the executive order.
The draft would assign the Treasury Department responsibility for operating an AI review program, with support from the Office of the National Cyber Director, the National Security Council, and the Cybersecurity and Infrastructure Security Agency. It would also require federal agencies to establish a confidential benchmarking process within 60 days to determine which systems qualify as frontline models.
The draft also includes cybersecurity provisions, directing government agencies to create or expand internal programs that use AI tools to mitigate cyberattacks and to identify federal grant programs that could fund those efforts.
Scheduling conflicts reportedly influenced the decision to postpone the signing as well. The White House invited Dario Amodei, CEO of Anthropic; Mark Zuckerberg; and Sam Altman, CEO of OpenAI, but they indicated they were unable to attend.
