Russian President Vladimir Putin said Ukrainian forces struck a dormitory in territory under Russian control, killing and wounding students. Ukraine rejected the claim as fabricated and said it had targeted a military command post. Speaking to graduates of a Russian military training program in Moscow on the 22nd (local time), Putin said he had ordered officials to inform the international community about what he described as Ukrainian attacks on a university and student housing. Russian regional authorities reported that overnight in the Russian-occupied Luhansk region of Ukraine, Ukrainian forces attacked the Starobilsk University building and its student dormitory. Putin said the strike killed six people, wounded 39 and left 15 missing, and he added that authorities were carrying out rescue operations. He said there were no military or special-agency facilities near the dormitory and that there was no evidence the strike had been aimed at an air-defense system. He described the attack as deliberate, saying it came in three waves and that 16 drones struck the same site. Putin ordered the military to carry out retaliatory action. Ukraine’s General Staff denied Putin’s claims, accusing Russian media of spreading disinformation that Ukraine attacked civilian infrastructure.
