How South Korea’s AI Action Plan Will Revolutionize Government Services: Key Insights and Goals

The National Artificial Intelligence Strategy Committee reported on the progress of establishing South Korea’s AI Action Plan during a Cabinet meeting on February 10.

The AI Action Plan comprises 99 implementation tasks and 326 policy recommendations. The report focused on the plan’s development process and key initiatives.

As the AI Action Plan is a national strategy centered on implementation, the committee conducted extensive consultations to ensure policy effectiveness and practical acceptance.

Previously, based on the direction set during the first plenary meeting, the committee held over 100 subcommittee and task force meetings, leading to a draft prepared in early November last year.

Subsequently, the committee gathered public input through a press conference, a 20-day public consultation period, and briefings for 330 relevant organizations and groups.

Key issues such as copyright, education, and AI fundamentals were addressed through direct discussions with relevant organizations.

The main tasks reported in the AI Action Plan include fostering cooperation between AI companies and creators, transitioning to a prevention-focused security system, and enhancing collaboration in national AI and data policies.

Specifically, by the second quarter of this year, the committee aims to develop legal and institutional improvements that balance creator rights protection with AI utilization of works. They plan to introduce a pilot program allowing ethical hackers to legally identify and report vulnerabilities for preemptive removal. Additionally, they will establish a framework for comprehensive and efficient collaboration between AI and data policies.

Key initiatives for the national AI-driven transformation include innovating public services and government operations, moving beyond the welfare application-based approach, and accelerating AI integration in national defense.

The plan includes building an AI-integrated civil service platform that manages inquiries and processes end-to-end. By the fourth quarter, the government will establish a common AI infrastructure supporting safe AI adoption within the government, incorporating proprietary AI foundation models and domestically produced AI semiconductors.

Furthermore, the committee will pursue legal amendments to enable citizens to receive welfare benefits through AI and data analysis without requiring applications. They will also develop a defense AI acquisition system that significantly reduces adoption time compared to traditional procurement methods.

Lastly, to contribute to a global AI-based society, the committee emphasized promoting an AI-centric society in collaboration with citizens. The government will prepare an implementation plan by the fourth quarter to ensure all citizens can benefit from AI advancements.

The committee plans to finalize the AI Action Plan with its 99 implementation tasks and seek approval during the second plenary meeting.

Once confirmed and announced, the committee will encourage departmental task implementation and monitor progress through field visits to ensure tangible outcomes for citizens.

Vice Chair Im Moon-young emphasized that the Cabinet meeting report solidifies the AI Action Plan as a unified national strategy. He stated that the committee, as the national AI policy control tower, will support and coordinate the effective implementation of the plan.
