Why Chungnam’s Innovation City is the Prime Location for Public Institutions in 2027?

Chungnam Province has reorganized its provincewide promotion framework and is reviewing key attraction strategies to proactively respond to the central government’s second phase of relocating public agencies out of the Seoul metropolitan area.
The province convened the Executive Committee of the All-Residents Promotion Committee for Attracting Public Institutions to Chungnam Innovation City in the Chungnam Provincial Council seminar room on the 8th.
About 30 people, including executive committee members and relevant officials, attended the meeting to discuss the government’s second-phase relocation plans, Chungnam’s response strategy, and outstanding issues.
The central government completed a full inventory of public institutions and established an implementation system last year. This year it finalized a roadmap that sets relocation principles and a detailed timeline, and it plans to begin formal relocation procedures in 2027 using shared government buildings and leased office space.
In response, Chungnam has designated climate, energy and the environment; industrial economy; culture and sports; and defense as core themes for Chungnam Innovation City, and it has pursued proactive recruitment, including direct visits to Seoul-area public agencies.
At the meeting, participants focused on strategies to attract public institutions and on projects to improve living conditions. They also shared updates on defense-related relocation strategies, the Asan Police Hospital project, and efforts to secure the second Central Police School.
In particular, the province is creating a defense cluster centered on Nonsan and Gyeryong and is pursuing the relocation or establishment of 14 defense-related organizations, including the Korea Institute for Defense Analyses, the Defense Transition Education Institute, and the Defense Rapid Acquisition Technology Research Institute.
For the Asan Police Hospital and the second Central Police School, the province plans to highlight Chungnam’s competitiveness by building a public-safety industry cluster linked to existing police education and research infrastructure such as the Korean National Police University, the Police Human Resources Development Institute, and the Police Investigation Training Institute.
After the meeting, attendees held placards reading \”Chungnam: the optimal site for public institution relocation\” and \”Complete Korea’s balanced development in Chungnam,\” and staged a rally urging public agencies to move to Chungnam to broaden public support.
A provincial official said, \”Chungnam Innovation City offers excellent access between the Seoul metropolitan area and Sejong. As the new city created for the provincial government relocation, it already has the industrial, transportation, and residential infrastructure that make it an ideal site for relocating public institutions. We will marshal provincewide resources to ensure Chungnam Innovation City becomes a key hub for the country’s balanced development.\”
