The Urgent Need for Local Council Law: How It Will Transform Governance in Gyeonggi Province

Kim Jin-kyung, Chair of the Gyeonggi Provincial Council, emphasized the necessity of establishing a Local Council Act to fully realize grassroots democracy.

On the 10th, Kim attended a planned academic seminar focused on exploring the establishment of a Local Council Act and strategies for developing local councils. He pledged to do his utmost to enact the Local Council Act to strengthen local autonomy.
This event, aimed at identifying practical solutions for advancing local councils, was jointly hosted by the Gyeonggi Provincial Council, the Democratic Party of Korea, and the People Power Party, with the Gyeongin Administrative Studies Association organizing the proceedings.
In his congratulatory address, Kim stated that enacting a Local Council Act would clearly define the role and responsibilities of local councils within the institutional framework.
He further noted that local councils have evolved from being formal entities within the administration to active agents of change in residents’ lives. Kim stressed the urgent need for a robust human resource foundation to bolster independent budgetary, organizational, and audit powers.
Drawing a parallel with the National Assembly Act, Kim asserted that local councils equally require their own legislative framework. He emphasized that the Gyeonggi Provincial Council will spearhead efforts to pave the way for the enactment of the Local Council Act, fostering the maturation of local autonomy.
