The province convened provincial officials, Boryeong City staff and the Organizing Committee to share current status updates and identify collaborative projects and partnership strategies to secure a successful biennale. <\/p>\n

Roughly 20 participants attended, including Executive Vice Governor Hong Jong-wan; heads of provincial departments and offices; Boryeong\u2019s vice mayor; and Organizing Committee officials. The agenda included progress reports on the biennale, cross-department coordination briefings, Boryeong\u2019s linked projects and a comprehensive discussion. <\/p>\n

Attendees reviewed the exhibition\u2019s curatorial direction, site development plans, major program components and visitor-management strategies, and discussed how to align 66 cross-cutting projects identified by provincial offices with existing policies and ongoing programs. <\/p>\n

Participants stressed that the Island Biennale should transcend a single cultural event. They argued it must reframe the islands\u2019 value and potential and evolve into a new growth platform that integrates maritime resources, tourism and the arts. <\/p>\n

They also agreed the biennale should connect Chungnam\u2019s islands with the global cultural community and serve as a venue for international exchange. <\/p>\n

Given tight preparation timelines, attendees urged a shift to execution-focused planning and pledged to strengthen a close cooperation framework among provincial departments, Boryeong City and the Organizing Committee. <\/p>\n

They emphasized rigorous advance planning across transportation, safety and environmental management, taking sea access and on-site operational constraints into account. <\/p>\n

The Organizing Committee said it will use the meeting\u2019s findings to raise the event\u2019s quality, continue identifying and expanding linked projects, and ensure the biennale delivers visible benefits to residents and drives local development. <\/p>\n

Executive Vice Governor Hong said, \u201cIslands are no longer isolated places; they are spaces of new possibility where nature, art and tourism converge. We will prepare thoroughly so this event showcases Chungnam\u2019s islands and seas to the world and supports their emergence as hubs for international cultural exchange.\u201d <\/p>\n

The 2027 Island Biennale is scheduled to run April 3\u2013May 30, 2027, across Wonsan-do and Godeok-do in Boryeong City, with a target of 270,000 visitors. <\/p>\n

The province plans to expand the biennale to five islands over time, adding Sapsido in 2029, Janggo-do in 2031 and Hyoja-do in 2033. <\/p>\n

Chungnam to expand direct-seeded rice area to 4,000\u33ca this year <\/p>\n

Chungnam Province will expand direct-seeded rice cultivation to 4,000 hectares this year\u2014an approach expected to cut labor hours and operating costs substantially while reducing carbon emissions. <\/p>\n

The provincial Agricultural Research Institute held a smart direct-seeding demonstration on the institute\u2019s paddy on April 30. Governor Kim Tae-heum, members of the Rice Farming Research Group and about 200 farmers attended. <\/p>\n

Direct seeding involves sowing rice seed directly into fields without nursery beds or mechanical transplanting. The method is gaining traction as a response to chronic labor shortages from population decline and aging, and to pressures from rising fuel costs. <\/p>\n

Depending on water management and sowing technique, direct seeding includes: dry-field direct seeding, where seed is sown in April\u2013May to spread labor demand; wet-field direct seeding, sown into moist fields in late May\u2013early June and noted for technical stability; and drone direct seeding, which uses drones to distribute seed into dry fields in late May\u2013early June. <\/p>\n

Other approaches include a hybrid semi-dry method combining dry and wet advantages, and a \u201crough-tilled dry paddy\u201d technique that reduces nonpoint pollution and methane and was registered this year as a low-carbon farming method. <\/p>\n

Direct seeding can reduce labor hours by about 40% and operating costs by roughly 66%. <\/p>\n

For example, mechanized transplanting on a 10a plot (10 a = 1,000 m\u00b2) requires 10.44 labor hours; dry- and wet-field direct seeding require 7.69 hours, while drone direct seeding takes 5.2 hours. <\/p>\n

In the fifth year of its pilot program, the Agricultural Research Institute will invest a total of 6.5 billion KRW (approximately 4.875 million USD)\u20145.3 billion KRW (approximately 3.975 million USD) for equipment and 1.2 billion KRW (approximately 900,000 USD) for agricultural supplies\u2014to support adoption. <\/p>\n

The institute plans to expand direct-seeding area from 2,546 hectares last year to 4,000 hectares this year, and to reach about 13,000 hectares\u2014roughly 10% of the province\u2019s total rice area\u2014by 2030. <\/p>\n

The demonstration included briefings on current practice and live demonstrations of dry-field, semi-dry, rough-tilled dry paddy, wet-field and drone direct seeding, along with demonstrations of a laser bird deterrent and an autonomous tractor. <\/p>\n

Organizers also exhibited equipment, promoted the techniques and showcased successful farmer case studies. <\/p>\n

Yu Jong-gon, leader of the Galsan Crop Group in Hongseong, said early skepticism faded after benchmarking best-practice farms and trying direct seeding firsthand. He reported significant labor and cost savings and said farmer groups will work to scale adoption locally. <\/p>\n

Governor Kim said officials estimate direct seeding\u2019s technical reliability at over 90% compared with traditional transplanting. \u201cIf technical stability exceeds 90% while delivering labor and cost savings, rural communities should embrace this method to reshape rice production,\u201d he said. <\/p>\n

\u201cRice farming evolved from manual transplanting to walking transplanters and then ride-on transplanters. Now we must move beyond mechanization toward autonomous equipment and direct seeding,\u201d he added, urging farmers to engage so advanced techniques take root quickly. <\/p>\n

Cheonan\u2019s Sinbudong is Chungnam\u2019s priciest land at 11.31 million KRW per 1\u33a1 (approximately 8,482.50 USD per 1\u33a1) <\/p>\n

Chungnam Province announced individual official land prices for 3,707,000 parcels as of January 1, the province said on April 30. <\/p>\n

The average change in individual land prices was 1.73%. Total assessed land value rose to 258,089.8 billion KRW (approximately 193.57 billion USD), with an average price of 31,337 KRW per 1\u33a1 (approximately 23.50 USD per 1\u33a1)\u2014an increase of 4,032.8 billion KRW (approximately 3.02 billion USD) from last year. <\/p>\n

This year\u2019s rise reflects a 1.51% increase in the national standard land price announced by the Ministry of Land, Infrastructure and Transport and various development projects. <\/p>\n

By municipality, Seobuk-gu in Cheonan recorded the largest change at 3.65%, followed by Asan at 2.94%. Dangjin posted the smallest change at 0.62%. <\/p>\n

The most expensive parcel is No. 462-1 in Sinbudong, Dongnam-gu, Cheonan\u2014a busy commercial area\u2014priced at 11.31 million KRW per 1\u33a1 (approximately 8,482.50 USD per 1\u33a1). <\/p>\n

The lowest-priced land is a cemetery at No. 456-2 in Duji-ri, Jinsan-myeon, Geumsan County, zoned agricultural-forestry, at 263 KRW per 1\u33a1 (approximately 0.20 USD per 1\u33a1). <\/p>\n

Before filing an objection, municipalities offer an on-site appraiser consultation so owners can receive expert advice; owners should call their municipal cadastral office to reserve a consultation. <\/p>\n

Im Taek-bin, director of the provincial Land Management Division, said, \u201cOfficial land prices serve as the basis for assessments and levies across some 60 categories, including local and national taxes and health insurance. Other winners include Cheonan\u2019s Dure Brewery\u2019s Dure Angshine Muscat Wine (fruit wine); Yesan Apple Wine Co.\u2019s Chusa 50; Cheonan Lab2Bottle\u2019s Bae-rofierfect Renaissance; Cheonan Mokcheon Doga\u2019s Padong; and Dangjin\u2019s Shinpyeong Brewery\u2019s Gomasoju 40. <\/p>\n

Ssalsalli-rang Fresh Makgeolli balances rice\u2019s natural sweetness, rich aroma and gentle acidity. Saekjojagju Hwin 01 is made with Cheonan rice and domestic wheat using traditional nuruk and undergoes long, low-temperature fermentation and aging. <\/p>\n

The three Hansan sogokju products ferment glutinous rice at low temperature without sweeteners and age for extended periods to reduce off-flavors, producing a distinctive profile that blends rice sweetness with nuruk\u2019s bitter and sour notes. <\/p>\n

Dure Angshine Muscat Wine captures the delicate, refreshing flavor of Shine Muscat grapes. Chusa 50 ferments and distills apples only, without added color or flavor. Bae-rofierfect Renaissance showcases the aroma and smooth texture of distilled pear wine. Padong presents a golden light-brown color and a smooth finish. Gomasoju 40 offers rich aroma and flavor and aims to become Korea\u2019s leading sweet-potato soju in overseas markets. <\/p>\n

The province will support market expansion for the selected products through participation in domestic expos, online promotions and other distribution and marketing assistance, exhibitions and promotional events in the traditional-liquor gallery, and display at the provincial government\u2019s PR center. <\/p>\n

Officials also plan quality upgrades and brand strengthening to compete in national competitions such as the Korea Traditional Liquor Awards. <\/p>\n

Lee Han-gyu, director of the Rural Restructuring Division, said, \u201cThis year\u2019s TOP10 feature products made from regional agricultural resources with strong quality and compelling stories. Geumsan and Cheongyang temple architecture proposed for national \u201cTreasure\u201d designation <\/p>\n

The province announced on April 30 plans to nominate two Joseon-era temple buildings\u2014Geumsan\u2019s Yeongcheonam Muryangsu-gak (\u9326\u5c71 \uf9b3\u6cc9\u5eb5 \u7121\u91cf\u58fd\u95a3) and Cheongyang\u2019s Janggoksa Seolseondang (\u9751\u967d \u9577\u8c37\u5bfa \u8a2d\u79aa\u5802)\u2014for designation as national cultural-heritage \u201cTreasures.\u201d <\/p>\n

Both buildings, constructed during the Joseon period, exemplify the structural characteristics and spatial organization of traditional wooden architecture and stand among the province\u2019s representative architectural cultural assets. <\/p>\n

Geumsan\u2019s Yeongcheonam Muryangsu-gak is an inbeopdang\u2014a hall with an ondol-heated room housing a Buddha statue\u2014designed to support monastic life and practice in a mountain temple. Restoration work in 2000 uncovered a beam inscription confirming a 1786 renovation. <\/p>\n

The structure\u2019s academic value derives from its layered spatial composition\u2014such as the addition of an upper loft and a raised ceiling above the altar\u2014showing how the building adapted over time and reflecting the inbeopdang\u2019s architectural features. <\/p>\n

Historically, Yeongcheonam served as the camp of righteous monk-commander Yeonggyu during the Imjin War and has hosted seasonal memorial rites, giving it significance as a site of community engagement. <\/p>\n

Cheongyang\u2019s Janggoksa Seolseondang functioned as a space for monks to lecture on scriptures and practice meditation, serving both educational and training roles within the temple. <\/p>\n

The building follows the jusimpo style with a five-bay front and three-bay side layout and combines a gable roof with a secondary sloped roof. <\/p>\n

Dendrochronological analysis conducted during the 2023 restoration confirmed the building dates to the mid-16th century. Despite later partial repairs, the structure retains much of its original form, giving it architectural, historical and scholarly significance. <\/p>\n

Along with Janggoksa\u2019s state-designated main halls, the Seolseondang provides important material for understanding the temple\u2019s layout and functional relationships. <\/p>\n

The National Heritage Agency said these buildings \u201cclearly show the structural traits and evolutionary patterns of Joseon-era temple architecture and hold significant historical, academic and artistic value.\u201d <\/p>\n

Kim Jae-gyun, head of the provincial Cultural Heritage Division, said, \u201cThis proposed Treasure designation recognizes the excellence of traditional temple architecture in Chungnam. We will continue systematic preservation, management and utilization of cultural heritage to enhance its value.\u201d <\/p>\n

The Treasure designation will proceed to final announcement after the public notice period; if approved, the sites will receive dedicated preservation and management measures. <\/p>\n

Increased monitoring of rivers and valleys prone to repeated illegal occupation <\/p>\n

Chungnam Province is intensifying a task force to complete removal of illegal facilities in rivers and valleys before June, when recreational use typically rises. <\/p>\n

The TF\u2019s third meeting took place on April 30 in the provincial video conference room, chaired by Executive Vice Governor Hong Jong-wan and attended by about 40 heads of dedicated departments and municipal offices. <\/p>\n

Officials shared results from a full survey in March and an additional April survey, and reviewed municipal administrative actions ahead of planned central-local joint inspections in May. <\/p>\n

The meeting covered survey findings and response measures by facility type\u2014rivers and streams, forest valleys, irrigation channels and provincial parks\u2014discussed safety-inspection response plans, reviewed municipal implementation updates and exchanged challenges and improvement measures. <\/p>\n

The province plans to complete removal of unregulated facilities before June and to designate areas with repeated illegal occupation as priority management zones for ongoing monitoring. <\/p>\n

Vice Governor Hong said, \u201cThe survey phase is over; now the administrative actions begin. We will keep communicating with municipalities to ensure illegal-occupation removals are completed thoroughly.\u201d <\/p>\n

Province and IBK bank add up to 1 percentage point in loan-rate relief for small businesses <\/p>\n

Chungnam Province signed a written agreement with IBK (Industrial Bank of Korea) to add the bank\u2019s preferential rate to the province\u2019s interest-subsidy loan program, aiming to ease financing costs for local small businesses affected by the Middle East conflict, high exchange rates and elevated fuel prices, the province said on April 30. <\/p>\n

The agreement combines the provincial interest-subsidy program for small-business development loans with IBK\u2019s own preferential discounts, allowing eligible borrowers to receive up to an additional 1.0 percentage point reduction in loan rates. <\/p>\n

Businesses that use the program and borrow through IBK branches in Chungnam will receive the province\u2019s interest support plus the bank\u2019s preferential rate. <\/p>\n

The support applies to local small businesses that newly apply for Chungnam\u2019s small-business development funds after the agreement and opt into the interest-subsidy benefit. <\/p>\n

The competition was designed to surface startup concepts that leverage local resources in depopulating areas and to support young entrepreneurs\u2019 stable launches and settlement. <\/p>\n

Twenty parents and 21 preschool children (41 participants) from the province will take part in nature- and environment-themed activities together. <\/p>\n

The session begins with orientation and includes a creative activity using natural materials\u2014\u201cWhat color is our neighborhood?\u201d (making chameleons)\u2014an environmental-crisis clock exhibit and a stamp-tour of the exhibition hall. <\/p>\n

By linking indoor and outdoor hands-on experiences, the program helps children engage their senses with nature and enables families to share values around environmental protection. <\/p>\n

Director Baek Kyung-ryeol said, \u201cThis program goes beyond simple activities: it helps families understand environmental issues and translate that understanding into everyday action. It will nurture children\u2019s nature-friendly sensibilities and remind parents of the importance of environmental education.\u201d <\/p>\n

The center offers experiential, participation-based education for all ages on climate response and sustainable practices and plans to expand family-participation programs. <\/p>\n

Cultural Nuri Card temporary merchants operate at six Chungnam festival sites <\/p>\n

The Chungnam Cultural Tourism Foundation said on April 30 it will operate temporary Cultural Nuri Card merchant booths at major local festivals during the May holiday period. <\/p>\n

The Cultural Nuri Card is funded by lottery proceeds through the Ministry of Economy and Finance\u2019s Lottery Commission and is jointly administered by the Ministry of Culture, Sports and Tourism, the Korea Arts Council, Chungcheongnam-do and the Chungnam Cultural Tourism Foundation. <\/p>\n

During the first week of May, six major Chungnam festivals that draw family visitors will accept the Cultural Nuri Card. Cardholders can purchase food and beverages or pay for programs at booths marked \u201cCultural Nuri Card Accepted.\u201d <\/p>\n
