Incursions rose from two in 2020 to seven in 2022, six in 2024 and eight in 2025; officials also detected one passage in the first quarter of this year. Over the same period, Chinese warship transits into waters claimed by South Korea climbed to roughly 330\u2013350 annually, with some vessels approaching to within about 50 km of South Korean territorial waters.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn-union.tenbizt.com\/contents\/crawler-dev\/image\/2026\/05\/CP-2025-0103\/image-c74ab816-a76a-4313-8f07-5086a937971f.jpeg\" alt=\"\uacb0\uad6d\" \ubcf8\uc0c9\uc744 \ub4dc\ub7ec\ub0b8 \uc911\uad6d?... \u97d3 \uc11c\ud574 \ubc30\ud0c0\uc801\uacbd\uc81c\uc218\uc5ed\uc5d0 \ud56d\ud574 \uae08\uc9c0 \uc120\ud3ec - \ud1a0\ud53d\ud2b8\ub9ac><br \/>\n<\/figure>\n<h2 class=\"wp-block-heading\" id=\"101\">\u201cWe claim proportional response, but it\u2019s really a 10-to-1 mismatch\u201d<\/h2>\n<p>Officially, when Chinese warships enter the West Sea provisional measure zone or South Korea\u2019s EEZ, the ROK Navy sails a comparable distance toward China to demonstrate a proportional response. The catch is that the West Sea Fleet (2nd Fleet) cannot devote all its assets to countering China alone. Because the West Sea has been the site of major North\u2013South clashes\u2014including the Battle of Yeonpyeong and the Cheonan sinking\u2014many of the 2nd Fleet\u2019s frontline ships remain tied up addressing threats from North Korean patrol boats, artillery and missiles.<\/p>\n<p>As a result, naval personnel say the theory\u2014sending 10 ships to meet 10 Chinese vessels\u2014often breaks down in practice. \u201cIn principle we\u2019d dispatch 10 ships if 10 Chinese warships arrived, but in reality we often send only one ship east to respond,\u201d officials say. What plays out is more symbolic signaling than a true proportional response.<\/p>\n<h2 class=\"wp-block-heading\">A triangular strategy of carriers, fixed structures and live-fire drills aims to turn the West Sea into China\u2019s operational waters<\/h2>\n<p>Beijing\u2019s assertiveness in the West Sea appears deliberate. Since President Xi Jinping declared China a \u201cmaritime power,\u201d Chinese forces have reportedly installed three fixed structures inside the West Sea provisional measure zone (PMZ) without authorization and placed multiple observation buoys in nearby international waters.<\/p>\n<p>That PMZ\u2014where Chinese and South Korean EEZs overlap and fishing is the only permitted activity\u2014has increasingly been used as a live-fire training area for carriers, intelligence-collection vessels and destroyers. In 2025, the carrier Fujian operated in the PMZ and conducted arrested-landing and launch drills, underlining Beijing\u2019s push to make the West Sea a primary training ground for its navy.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn-union.tenbizt.com\/contents\/crawler-dev\/image\/2026\/05\/CP-2025-0103\/image-f8df67d5-49ce-4147-b99a-71b5ebad9664.jpeg\" alt=\"\ubc31\ub839\ub3c4\" \uc778\uadfc\uc11c nll \uce68\ubc94 \uc911\uad6d \uc5b4\uc120 2\ucc99 \ub098\ud3ec><br \/>\n<\/figure>\n<h2 class=\"wp-block-heading\" id=\"124\">China\u2019s reasoning: draw the 124\u00b0 meridian and claim \u201cthis is our line\u201d<\/h2>\n<p>Beijing\u2019s confidence in the West Sea is strengthened by an arbitrary boundary claim. China points to a 1962 North\u2013China border treaty that placed North Korea\u2019s West Sea baseline at 124\u00b010\u2032 E and has extended the 124\u00b0 meridian southward, treating it as if it were the maritime dividing line between China and Korea.<\/p>\n<p>Under international law, much of the area east of that line falls within South Korea\u2019s EEZ or at least international waters. Yet the Chinese navy has at times declared a no-navigation zone west of the 124\u00b0 line and conducted live-fire exercises there. When South Korean vessels operate west of the line, Chinese warships have pressured them with close approaches or radio orders to withdraw\u2014patterns experts view as part of a broader \u201cWest Sea project.\u201d<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn-union.tenbizt.com\/contents\/crawler-dev\/image\/2026\/05\/CP-2025-0103\/image-6c6a6e69-3176-460f-845f-5fdf8f80138c.jpeg\" alt=\"\uc911\uad6d\uc758\" 3\ubc88 \ud56d\uacf5\ubaa8\ud568 \uc9c4\uc218 : \ubbf8\u00b7\uc911 \ud574\uc591\ud328\uad8c \ub300\uacb0 \ud655\uc804 \uc608\uace0\ud558\ub098><br \/>\n<\/figure>\n<h2 class=\"wp-block-heading\">China shifts forces into the East Sea; add North Korea and Russia and South Korea feels encircled<\/h2>\n<p>Chinese activity is rising not only in the West Sea but also in the East Sea (Sea of Japan). The People\u2019s Liberation Army Navy and Russia\u2019s Pacific Fleet have increasingly conducted joint drills and intelligence-gathering missions across the East Sea and the Sea of Japan. North Korea often signals alignment with those operations by launching ballistic missiles during such exercises.<\/p>\n<p>Since 2025, analysts say a new bloc has begun to form in Asia\u2019s maritime theater: a China\u2013Russia \u201cnorthern\u201d force active in the East Sea while a southern formation, focused on the Indian Ocean and the Philippines, operates in the South China Sea. For South Korea, that means China\u2019s growing presence in the West Sea and combined China\u2013Russia\u2013North Korea activity in the East Sea create simultaneous pressure on both coasts, intensifying a sense of encirclement.<span><\/span><\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn-union.tenbizt.com\/contents\/crawler-dev\/image\/2026\/05\/CP-2025-0103\/image-74fa9341-da4a-46d5-b65d-4bd31e191ea1.jpeg\" alt=\"\uc911\uad6d\" 8\ub9cc \ud1a4 \ud56d\ubaa8\uac00 \ud55c\uad6d\uad70 \uc55e\uc5d0\uc120 \ubb34\uc6a9\uc9c0\ubb3c?\u2026\uce58\uba85\uc801 \uc57d\uc810 \ub4dc\ub7ec\ub09c \ubc30\uacbd\uc5d0 \uc5ed\uc2dc\ub098><br \/>\n<\/figure>\n<h2 class=\"wp-block-heading\">\u201cIt\u2019s not war yet, but maritime sovereignty is being eroded\u201d<\/h2>\n<p>If China keeps installing structures in the West Sea and maintains regular patrols west of the 124\u00b0 line, Beijing could establish de facto control well before any legal boundary is settled. Former Joint Chiefs Chairman Choi Yoon-hee warned, \u201cIn the past the U.S. protected sea lanes for us, but the U.S. Navy is now stretched thin just trying to check China. The ROK Navy has no choice but to assume responsibility for protecting sea lines of communication and sovereignty in the West and East Seas.\u201d<\/p>\n<p>Officials and analysts caution that the reality\u2014responding with \u201cjust one ship\u201d even when more than 10 Chinese carriers or warships operate in the area\u2014may not have escalated to shots fired, but it is a warning sign.
