Kim called the dismissal motion submitted by the People Power Party “the minimum measure to uphold the basic principles of national security.” The party adopted the motion as its official position after Minister Jeong publicly identified Kusong in North Pyongan Province as a suspected third nuclear site, a disclosure that coincided with a partial suspension of intelligence cooperation from the United States. <\/p>\n
As Kim began speaking, Democratic Party lawmakers left the plenary hall; some were later seen grouped together taking commemorative photos. On Facebook, People Power lawmaker Lee Seong-gwon wrote, “Are Democratic lawmakers taking commemorative photos while an opposition member is speaking in the plenary hall? Are they in their right minds?” He added, “This goes beyond disrespect for the opposition; it raises questions about the dignity and qualifications of ruling party members who are responsible for governing the country.” <\/p>\n
Under the National Assembly Act, a ministerial dismissal motion must be put to a vote within 24 to 72 hours after it is reported to the plenary; otherwise it lapses. Because April 28 was the final plenary of the April extraordinary session, the motion is expected to lapse without a vote. Earlier, the People Power Party had asked Speaker Woo Won-sik to convene the plenary on April 27 to report the motion, but Woo declined; the party proceeded with the reporting process on April 28. <\/p>\n
Floor leader Song Eon-seok wrote on Facebook that “Speaker Woo and the Democratic Party ignored our request to report the dismissal motion on April 27 and to vote on it today, and instead used a ‘discarding trick’ by reporting it today,” adding, “What is a 160-seat ruling party afraid of if it cannot even bring a dismissal motion to a vote?” <\/p>\n
