Outgoing Governor Lee Chang-yong completed his term and held a handover ceremony that morning. <\/p>\n<p> Shin earned a Ph.D. in economics from the University of Oxford and later taught at the London School of Economics and at Princeton University. He spent 12 years as director of the Monetary and Economics Department at the Bank for International Settlements (BIS) and has served on the Federal Reserve Bank of New York\u2019s Financial Advisory Council and as a resident scholar at the International Monetary Fund (IMF). <\/p>\n<p> He also served as the Blue House\u2019s international economic adviser under President Lee Myung-bak, giving him
