Kim Jong-cheol, chair of the Broadcasting, Media and Communications Commission, said a phased, age-differentiated approach is needed for how young people use social media.<\/p>\n

At a 100-day press briefing today (March 30) at the Gwacheon Government Complex, Kim said it is unrealistic to regulate very young children the same way as older teens who have a greater level of cognitive development and life experience.<\/p>\n

He pointed to moves in countries such as the United States and Australia to hold platforms accountable for \u201caddictive design\u201d that drives teens\u2019 excessive use of social media, calling the problem a global one rather than one unique to Korea.<\/p>\n

However, Kim said strong measures\u2014such as deleting accounts or outright bans\u2014alone are unlikely to be effective. His office will pursue tailored policies that combine regulation with protections.<\/p>\n

Kim warned that one-size-fits-all approaches have limits when teens can readily circumvent rules, citing the former game shutdown policy as an example of how regulation can lag behind technological change.<\/p>\n

He urged parents, educators, experts and civil society to reach a social consensus and develop solutions together, emphasizing that efforts to normalize the media environment should be paired with education in digital media literacy.<\/p>\n
