This rushed approach has raised alarm bells about the absence of bipartisan cooperation, thorough deliberation, and local buy-in, fueling fears of a half-baked outcome. <\/p>\n<p> Daejeon City and Chungnam Province continue to press for decentralization of power and finances, repeatedly calling for a bipartisan special committee and presidential intervention. However, the ruling party&#8217;s tight legislative schedule makes these demands unlikely to be met. <\/p>\n<p> According to local government and political sources on the 10th, the National Assembly&#8217;s Administrative Safety Committee will wrap up its bill review by the 11th, following a public hearing the previous day. On the 12th, the committee will convene to decide whether to advance the Daejeon-Chungnam integration bill to a full floor vote. <\/p>\n<p> The ruling party aims to pass the bill through the National Assembly by the 26th, just 27 days after proposing the &#8220;Special Act on Chungnam-Daejeon Integration&#8221; as official party policy on the 30th of last month. If successful, this would establish the legal framework for merging the two jurisdictions a mere 69 days after the Democratic Party launched its special committee on Daejeon-Chungnam integration and Chungcheong regional development on December 19 last year, and 64 days after the committee&#8217;s first plenary session on December 24. <\/p>\n<p> While Daejeon City and Chungnam Province first floated the integration idea in November 2024, discussions have essentially gone back to square one due to fierce disagreements over the scope and scale of special provisions. In contrast, the government and ruling party&#8217;s proposal focuses more on financial support. <\/p>\n<p> This explains why Daejeon Mayor Lee Jang-woo and Chungnam Governor Kim Tae-heum have been pushing for the inclusion of the original special provisions and persistently calling for a bipartisan special committee, both before and after the Democratic Party&#8217;s bill proposal. <\/p>\n<p> Time is a critical factor. Both sides aim to launch the integrated municipality by July, necessitating swift bill passage to begin preparations for merging administrative systems. The ruling party, having recently introduced the bill for rapid approval, is unlikely to acquiesce to the two governors&#8217; demands for a bipartisan committee, as it could derail their tight schedule. <\/p>\n<p> Another key development to watch is whether a meeting between President Lee Jae-myung and the pro-integration local governments materializes. While President Lee has shown a favorable stance towards integration since late last year, he has recently taken a hands-off approach. Given that decentralizing central government power has been a decades-long challenge due to legal and institutional barriers and entrenched interests, Daejeon City and Chungnam Province view presidential intervention as crucial. <\/p>\n<p> Governor Kim has been seeking a meeting with President Lee since the Democratic Party introduced its bill. At a press conference on the 9th, coinciding with the legislative public hearing, he stated, &#8220;I once again formally request a meeting with President Lee, who promised to transfer as many special provisions and authorities as possible and to adjust the national-local tax ratio to 65-35. As the governor of Chungnam, a key stakeholder and target region of this legislation, I urge the President to take direct action.&#8221; <\/p>\n<p> With deep partisan divisions and persistent public opposition from residents unconvinced of the integration&#8217;s merits, there are growing calls for either the formation of a bipartisan special committee or decisive presidential action. Critics argue that the ruling party&#8217;s less-than-a-month timeline from bill proposal to passage, despite the time crunch, reveals a lack of genuine commitment to the process. <\/p>\n<p> Lee Chang-ki, co-chair of the Daejeon-Chungnam Administrative Integration Public-Private Council, expressed grave concerns: &#8220;The ruling party&#8217;s bill caters to central ministry preferences. With the central government reluctant to cede power, it&#8217;s likely to pass as a &#8216;central government appeasement law.&#8217; This path leads to further centralization.
