The Ministry of Justice has officially announced its willingness to actively support relocation to Sejong City, rekindling hopes for the completion of the administrative capital. The Ministry of Gender Equality and Family has also begun policy design for its move to Sejong, signaling a momentum shift among ministries that have yet to relocate. However, unlike individual department moves, the ‘Special Act on the Administrative Capital,’ which aims to solidify Sejong’s status institutionally, remains stalled in the National Assembly, putting political resolve to the test. <\/p>\n

Recently, the Ministry of Justice issued a clarification in response to media reports opposing the Sejong relocation, stating that it will actively consider national balanced growth when discussing future relocation plans. While maintaining that careful review is necessary in light of the Constitutional Court’s decision, the ministry made it clear that it is not rejecting the relocation outright. <\/p>\n

The Ministry of Gender Equality and Family has also launched formal discussions on its move to Sejong. Using the research budget approved by the National Assembly last year, the ministry is now examining the practical feasibility and phased implementation of the relocation. This process goes beyond simply moving offices; it involves assessing policy consistency and administrative efficiency, marking a significant step into the practical planning stage. <\/p>\n

The shifting attitudes of government ministries are closely tied to legislative amendment discussions. The Ministry of Land, Infrastructure, and Transport has informed Sejong City of its commitment to support National Assembly discussions on the so-called ‘Happy City Act Amendment,’ which would remove the Ministry of Justice and the Ministry of Gender Equality and Family from the list of departments exempt from relocation. If this amendment passes, it will pave the way legally for these two ministries to move to Sejong. <\/p>\n

The challenge lies in what comes next. The special law that would establish Sejong’s status as the administrative capital at the national level remains in limbo. Several bills proposing the Special Act on the Administrative Capital, introduced by lawmakers from both sides of the aisle, are under joint review in the National Assembly. A special law on the administrative capital, jointly proposed by both parties, was introduced at the National Assembly’s Land, Infrastructure, and Transport Committee meeting on the 10th, initiating the review process. This bill, co-sponsored by Democratic Party Representative Bok Ki-wang and People Power Party Representative Eom Tae-young, is expected to serve as the focal point for merging existing proposals. <\/p>\n

Political observers note that while the special law for metropolitan administrative integration is being fast-tracked as a party agenda, the special law for the administrative capital is experiencing delays in decision-making despite broad consensus. They point out that administrative integration is receiving financial incentives and legislative momentum, while the completion of the administrative capital appears to be taking a back seat. <\/p>\n

The ruling Democratic Party has set a goal to pass the special law on the administrative capital in the first half of the year, before local elections. However, political schedules and internal party dynamics pose significant challenges. <\/p>\n

Voices within political circles are growing louder, asserting that merely relocating ministries falls short of completing the administrative capital. They argue that without establishing a comprehensive legal framework encompassing the President’s office in Sejong, the National Assembly in Sejong, and the relocation of central administrative agencies, such moves will remain partial and potentially reversible depending on political winds. The case of the Ministry of Oceans and Fisheries’ move to Busan exemplifies this instability. <\/p>\n

Despite these challenges, some believe the prospects for success have improved compared to the past. On the 4th, People Power Party leader Jang Dong-hyuk publicly stated during a speech that completing Sejong City as the administrative capital is a national imperative that can no longer be delayed, proposing a simultaneous push for constitutional amendments and special legislation. This signals a strengthening of political momentum behind the government’s roadmap for the administrative capital. <\/p>\n
