However, the industry faces significant hurdles, including an estimated 1 trillion KRW (about 750 million USD) in intellectual property (IP) infringements and complex non-tariff barriers. Experts stressed the urgent need for a policy overhaul, moving beyond subsidy-based support to align manufacturing processes with international standards from the get-go.<\/p>\n<p>K-beauty&#8217;s global footprint now spans 204 countries, with record-breaking exports of 8.32 billion USD (12 trillion 142.2 billion KRW). What&#8217;s particularly exciting is that small and medium-sized enterprises (SMEs) are driving this growth, accounting for a whopping 72.5% of total cosmetic exports. This marks a significant shift from the previous dominance of large corporations. In fact, cosmetics make up nearly 60% of SMEs&#8217; online exports, cementing K-beauty&#8217;s status as a powerhouse in the export market. Despite this stellar performance, industry insiders argue that regulations aren&#8217;t keeping pace with the sector&#8217;s rapid expansion. Shin Hwa-sook, CEO of Amazon Global Selling Korea, revealed that 87% of SMEs cite regulatory issues as their biggest roadblock. She shared a telling example: a sunscreen classified as a general cosmetic in Korea had to be completely reformulated as an over-the-counter (OTC) product for the U.S. market, highlighting the structural challenges faced from the very beginning of product development.<\/p>\n<p>Counterfeit products pose another serious threat to the industry. The Counterfeit Cosmetics Response Council, a collaboration between the Ministry of Food and Drug Safety, the Intellectual Property Office, and the Customs Service, reported that counterfeit goods infringing on Korean companies&#8217; IP rights reached a staggering 11 trillion 100 billion KRW (about 8.33 billion USD) last year. Cosmetics accounted for about 10% of this figure, or roughly 1 trillion 110 billion KRW (about 832.5 million USD). Shin Jae-ha, Vice President of APR, warned, &#8220;Fake products mimicking successful brands like Mediheal are flooding the market across various platforms. These counterfeits are so sophisticated that they&#8217;re often indistinguishable from the real thing, putting consumer safety at risk and eroding trust in K-beauty brands.&#8221;<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/contents-cdn.viewus.co.kr\/image\/2026\/02\/CP-2024-0026\/image-0d8f64d9-54e5-457a-9a89-026592c299de.jpeg\" alt=\"&nbsp;Yu Chae-ri\" \/><figcaption>&nbsp;Yu Chae-ri<\/figcaption><\/figure>\n<p>Forum participants called for innovative policy solutions to support K-beauty&#8217;s global expansion. Suggestions included developing an AI-powered database that consolidates cosmetic regulations, labeling requirements, and customs information from different countries. This would give SMEs easier access to crucial market information. Another proposal was the creation of a government-backed &#8220;K-Beauty Certification Logo&#8221; to boost brand credibility.<\/p>\n<p><\/p>\n<p>The need for talent development was also a hot topic. Shin emphasized, &#8220;Many companies are eager to dive into e-commerce, but they&#8217;re held back by a lack of qualified personnel. We need to focus on cultivating specialized talent and fostering a vibrant startup ecosystem in the beauty sector.&#8221;<\/p>\n<p>Government officials pledged their support for K-beauty&#8217;s global ambitions. Lim Dong-woo from the Ministry of SMEs and Startups announced plans to double the K-Beauty Loan program from 20 billion KRW (about 15 million USD) to 40 billion KRW (about 30 million USD) and increase IP protection consulting support. He also promised to tackle logistical and customs challenges through public-private partnerships.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/contents-cdn.viewus.co.kr\/image\/2026\/02\/CP-2024-0026\/image-252b891a-16bb-47e5-a017-9ca5c0feed90.jpeg\" alt=\"&nbsp;Yu Chae-ri\" \/><figcaption>&nbsp;Yu Chae-ri<\/figcaption><\/figure>\n<p>The Intellectual Property Office vowed to crack down on counterfeit products both online and offline, while expanding support for international IP disputes.
